Horde population rework
The purpose of this mod is to reduce the penalties for diversifying the buildings wihin a horde. Currently, it is extremely wasteful to pursue multiple unit types in a single horde instead of specializing a horde around one or two building chains. Incentives are already provided to specialize with upkeep reductions provided by higher level buildings within each chain, and I found the population requirement penalties to be restrictive instead of offering strategic choice. Instead, the costs for starting a new chain have been lowered and the costs for higher level structures have been increased.
Similarly the population penalty for creating new hordes has been reduced. Financial restrictions are already a demanding deterrent for the creation of excess armies.
Population penalties for each new building slot for hordes are halved. Lowered from (2*slots) to (1*slots)
Population penalties for each new army for hordes are halved. Lowered from (2+4*armies) to (2+2*armies).
Population requirements for all building upgrades increased by 1 (beastmen gor chain excluded due to its length).
