20世纪90年代初，俄罗斯图拉仪器设计局自筹资金自主研发了一种9x39mm口径小型突击步枪，设计目标是比当时现役的AKS-74U短突击步枪重量轻、弹头侵彻力和停止作用更大，最终这种小型步枪于1994年定型批量生产，命名为9A-91小型突击步枪，并于同年装备俄罗斯内务部试用。
In the early 1990s, the Russian Tula Instrument Design Bureau independently developed a 9x39mm caliber small assault rifle with self raised funds. The design goal was to be lighter than the aks-74u short assault rifle in service at that time, with greater warhead penetration and stopping effect. Finally, this small rifle was finalized and mass produced in 1994, named 9a-91 small assault rifle, and was equipped with the Russian Ministry of internal affairs for trial in the same year.
