Not ironman compatible.
A few simple changes to allow a bigger religious and cultural impact in the new world.
Features:
Allows the PU interaction "Enforce Culture" on default and crown colonies. (I chose not to enable it for self-governing and private enterprises.)
Changes to Colonial Ideas
-Traditions changed to +2% Missionary Strength and -25% Cultural Conversion Cost
-"Liberty Heroes" (+1 to Leader Pool) replaced with "Stake a Claim" (-10% Development Cost)
