Gene Splicing Cost Reduced
This mod changes the cost of Gene Splicing to 1, so you need only one population from faction to splice it and get bonuses. This cost does NOT increase with splicing and remains 1 for every splice. Food consumption penalties from splicing are unchanged.
Reason why this mod exists: to make OP Horatio of course, and make him great again.
Recommended mod: Major Factions Starting Populations so you can easily get spliced Riftborn, Vodyani, Cravers etc. without causing political incidents.
