Coastal/Waterfront Speciality Districts

Not enough land? An island with only one tile? No problem! Just build a building on the sea, like in Venice. Make coastal cities great again.

Overview

In Civ6, coastal cities are weaker and less valuable than inland cities. The main reason for this is that most districts cannot be built on coastal tiles. This problem has been pointed out since the game’s inception, but unfortunately no features such as building landfills or artificial islands have been added.

After the Industrial Era, the Water Park can be built as sea versions of the Entertainment Complex. However, there are no sea versions in other districts, which greatly limits the development of coastal cities. This mod, therefore, makes it possible to strengthen coastal cities by adding sea versions of several types of land districts.

Key Features

The following coastal districts will be added. Buildings in coastal districts are slightly more expensive than buildings in land districts, but slightly more powerful.

Coastal Campus: Unlocked by Scientific Theory.
Coastal Theater Square: Unlocked by Opera and Ballet.
Coastal Industrial Zone: Unlocked by Industrialization.
Coastal Commercial Hub: Unlocked by Economics.
Coastal Neighborhood: Unlocked by Urbanization. Provides +6 Housing.
Offshore Aerodrome: Unlocked by Advanced Flight.
* Each coastal district may only be built on coastal tiles adjacent to land. But only Offshore Aerodrome can be built on all coastal tiles.

Notice

– The Museums in the Theater Square are divided into an Art Museum and an Archeological Museum, while the Coastal Theater Square has only one type of Museum. The Museum is equipped with +3 slot for a Great Work (any type).
– Factories/Power Plants in Industrial Zones and Factories/Power plants in Coastal Industrial Zonees are treated as different buildings, so they have overlapping Production bonuses.
– The Market of the Coastal Commercial Hub does not increase the trade route capacity. Therefore, a Lighthouse is needed to increase the trade route capacity.
– Neighborhoods and Coastal Neighborhoods can be built in the same city.
– Coastal districts get +0.5 adjacency bonus from the adjacent Coastal tile, +1 adjacency bonus from the adjacent district, and +2 adjacency bonus from the adjacent City Center.
– The effects of the district adjacency bonus/building yields/GPP policy cards also apply to coastal districts.
– Coastal Neighborhoods are treated as Neighborhoods with Breathtaking Appeal, so they get +4 Food, +2 Production, and +1 Gold from Public Transport.
– Some city-state unique abilities may not apply to coastal districts. Only the yield bonus from envoys is applied.
– The effects of Governor promotions will not apply to coastal districts.
– Espionage cannot be carried out in Coastal districts.
– This mod was originally created as a module for the Colony and Empire mod. It can be used by itself or in combination with other mods without any problems, but there is a possibility that the game balance will be disrupted.
– Offshore Airports cannot airlift land units. Instead, Offshore Aerodromes provide major adjacency bonuses to multiple coastal districts.

Important Matters
Nullification of nuclear disasters
The Nuclear Power Plant at the Coastal Industrial Zone has a problem where the reactor age is not displayed. This hinders gameplay as it is impossible to know when the "Recommission Nuclear Reactor" project should be implemented. To solve this problem, all nuclear disasters were effectively nullified. Since the rate of nuclear accidents is 0% within the first 300 turns of reactor operation, no more nuclear accidents will occur before the end of gameplay. Thus, the "Recommission Nuclear Reactor" project has also been deleted. Instead of eliminating the need for the "Recommission Nuclear Reactor" project, the cost of building Nuclear Power Plants has increased from 480 to 960.

Deletion of aircraft unit training requirements
In the basic game, aircraft units can only be trained in the Aerodrome district. In addition to this, the mod must also make aircraft units trainable in the Offshore Aerodrome district. However, the constraints of the game system make it impossible to specify two different districts for unit training requirements. To address this issue, this mod removes the requirement for training of aircraft units. This would allow aircraft units to train in cities where no Aerodrome districts exist. * In a city without an Aerodrome district, trained aircraft units will appear in the City Center district.
