Brutal Attrition
Have you ever felt like attrition played too little of a role in base EU4? With a cap of 5%, late game attrition meant next to nothing due to how much manpower AI would have. I aim to fix this, and make you seriously consider whether you can afford to keep a costly war going.

Changes
> Siege Warfare
-> Sieges are 3x as costly in manpower
-> Disease outbreak kills 7.5% of your army, rather than 5%
> Terrain
-> 7% Base Max Attrition (originally 5%)
-> +5% Max Attrition in Hostile Arid Tiles (Originally 0%)
-> +3% Max Attrition in Hostile Mild Winter Tiles (Originally 0%)
-> +5% Max Attrition In Hostile Normal Winter Tiles (Originally 0%)
-> +7% Max Attrition In Hostile Severe Winter Tiles (Originally 0%)
-> In HOSTILE territory, you will recieve this malus.
-> In ALLIED/Your own territory, you will recieve 40% of this.
> Balance
-> ALL nations have a -20% Land Attrition Modifier while at peace
> Other
-> Scorched Earth now adds +2% Max Attrition in any scorched province
-> Scorched Earth now adds +1% Base Attrition for Hostile forces in that province
> Compatibility
-> Any mod which changes how provinces work will experience issues.
