Large pops can migrate
In base game 1.7 pops above certain size can never migrate even if unemployed and starving.
This mod fixes that and allows masses of unemployed laborers to migrate if they want to according to all other game mechanics.
Since more pops are eligible for migration, there’s a small possibility of late-game slowdown.
The mod should be compatible with any mods and future game versions, since it only changes 1 define. It is possible to enable or disable it in an existing save.
