Large pops can migrate
In base game 1.6.2 pops above certain size can never migrate even if unemployed and starving. For example, watch unemployed laborers in Kazan in 1836.
This mod fixes that.
The mod should be compatible with any mods and future game versions. It should be possible to enable or disable it in an existing save.
