Theresia’s Administrative Overhaul

General:
-New bureaucratic-specific law groups such as Military System laws and tax rates, affecting various aspects like realm and vassal taxation, governor administrative efficiency, and populist revolt generation.
-New warlord-type contracts and corresponding succession laws (currently limited to Celestial, Meritocratic, and Meritocratic Khanate). Players can use decisions under certain conditions (e.g., liege in civil war, low legitimacy) to become warlords.
-Numerous resets and additions of title flavor for bureaucratic governors and council positions, covering from China to Rome
-Many bug fixes and experience optimizations for vanilla bureaucratic governments.
-Added domain limits for civilian governors to address the issue of too many candidates vying for limited province.
-Added a character interaction for administrative house heads to Manage the appointment of family members, allowing the house head to decide whether family members can join the candidate pool.
-Optimized contracts for bureaucratic governments.
Administrative Government:
-Removed various unreasonable cost penalties from vanilla.
-Unlocked county-level house titles, county-level administrative types (military types can only be set by frontier governors and top lieges).
-Added a character interaction allowing administrative rulers to convert governors to feudal.
-Added a meritocracy law group to regulate official tenure and succession laws. When the appointment law reaches its highest level, it enables examination and appointment systems similar to meritocratic governments, and house heads can decide the career path of family members.
-Added Dynastic Acclamation Succession Law, where candidates are limited to members of the ruler’s dynasty. It becomes available at imperial bureaucracy level 4. Iranian and Muslim administrative governments use this succession law by default.
-Appointment succession now uses a candidate pool system similar to meritocratic appointment, but priority is based on Influence Level rather than Merit.
-Optimized the score calculation for appointment succession; the weight of ability scores now varies by administrative type (e.g., military types favor martial skill).
-Preset starting laws for Byzantium in three bookmarks.
Celestial Government:
-Added Celestial Dynastic Succession Law for eligible Celestial and Meritocratic rulers. The emperor can designate heir or a favorite child to allow their beloved offspring to inherit.
-Integrated administrative laws into the dynastic cycle situation. The top liege’s administrative laws directly affect the dynastic cycle, accelerating or delaying the arrival of the next era.
-Integrated warlord gameplay into the dynastic cycle situation. The creation and revoke of warlords directly affect the dynastic cycle, accelerating or delaying the arrival of the next era.
-Added extensive dynamic flavorized title for China, along with a new Chancellor System Law to adjust it.
-Added more options in the Grand Secretariat Control law group; the Six Ministers can also become Grand Secretariat Director if they meet certain conditions.
-Fixed many issues with the dynastic cycle, such as the rapid collapse of the Southern Song due to insufficient territory.
-Optimized the Army Command Structure law; now the command structure can restrict vassals’ external wars (the Grand Marshal can always declare external wars).
-Banned vassal internal wars when the dynastic cycle is in the Expansion phase.
-Changed the duration limit for Grand Campaign Projects to five years, and added a "restart the #V Grand Campaign#!" option to allow a new Grand Marshal to restart Grand Campaign war after succession.
Meritocratic and Meritocratic Khanate:
-Added Metropolitan and Protectorate administration types for these two governments, available only at high meritocratic bureaucracy and Empire title tier, with a lower cap compared to Celestial.
-Removed the limit on military-type contracts.
-Adds Provincial War Declaration and Provincial Border Policy laws to Meritocratic Government and Meritocratic Khanate.
-Preset starting laws for some Meritocratic and Meritocratic Khanate rulers.
-Appropriately strengthened the combat power of Meritocratic Khanate while weakening their economic construction capabilities to highlight the difference from Meritocratic.
-Fixed the issue where Meritocratic Khanate tributaries were always disloyal.
-Preset starting administrative types for governors of the Liao, Jin, and Xia dynasties in the vanilla bookmarks.
This mod already includes compatibility patches for:

Other mods that modify the "00_succession_laws" file may have partial incompatibility issues.
