Universities educate and innovate based on law
Did you know no matter how many universities you have, 80% of your innovation goes to waste? And isn’t it just stupid that universities don’t have any impact on education?
That happens because the game has a 1 to 0.2 conversion for unnused innovation points before applying it to tech spread, and you can’t even spam universities if you don’t have the pops, making it so you NEED to conquer to advance tech, but, actually, you can’t, since they are illiterate and won’t be employed.
We make the universities apply the innovation points below plus educate pops based on your education law, so, universities can provide wealth based education (private schools), general education (public schools), or basic education + conversion (religious schools, makes it easier to integrate conquered territory as well).
Scholastic: 0.2 / 0.2
Philosophy : 0.4 / 0.4
Analytical : 0.6 / 0.6
Basic: 0.01% Education access X standard of living (If SoL is 10, education access with 1 university is 0.1%)
5% Assimilation (Good to convert culture)
1% Qualifications
Private: 0.03% Education access X standard of living (If SoL is 10, education access with 1 university is 0.3%)
2.5% Qualifications
Religious: 0.5% Education access
5% Conversion (Good to convert religion)
1.5% Qualifications
Public: 1% Education access
5% Qualifications
5% Conversion (Good to convert religion)
5% Assimilation (Good to convert culture)
Keep in mind that now, it will be way harder to keep up with Germany /UK/ USA in a general setting if you start as a backwards country, or with low pops and no migration, since they have lots of universities, good literacy and invest a lot (AS IT SHOULD BE). Unless you university spam a lot, giving a bit of money up from military / economic development.
Also, this makes tech happen much faster than in vanilla, so… by 1900s all great powers should have almost all of mil tech, making bonuses outside of tech and population/economy much more important for war.
