Monuments Unlocked
This mod makes it so that anyone can use any of the monuments in the game. This mod does not change the monument movement rules however.
The reason I made this mod is when using other monument unlocking mods, I found it frustrating when I would conquer a province for a monument only to find the AI had just finished moving it to their capital. I want to use the monuments, not cram them all in one location unrealistically.
Features:
Removes the restrictions on building monuments
Removes the restrictions on using monuments
Removes the restrictions on upgrading monuments
