Greetings fellow conquerors!

Natus Vincere Is a mod series for refining the game Imperator: Rome

This mod reworks the AI decision making on Governor Policy for Imperator: Rome, keeping a more immersive yet balanced gameplay for the player, as well as making it a more challenging and epic experience.

Natus Vincere – Governor Policies
  • Governor Traits are now excluded when the AI is choosing a policy (The system for factoring AI Governor Trait is broken, so until further fix we will not consider their traits)
  • Decisions are weighted more towards stabilizing and assimilating your realm (As it should be)
  • Assimilation and Conversion are the top priority for AI when a province is loyal.
  • Factoring immersion, the AI will deal with medium loyalty (60 to 100) with giving them autonomy hence Local Autonomy will be enacted. However if the governor is experiencing troubles on controlling the unrest within a province, Harsh Treatment will be implemented.
  • Borderlands are now considered situational or specialized, so if a province is loyal and governor has high martial skill and there are a lot of potential recruits within the province, Borderlands policy will be carried out.
  • Encouraging trade will now be considered a default policy for a prospering province.
  • Acquisition of Wealth and Bleed Them Dry are policies in which a corrupt governor will likely to administer so beware of this type of characters.
  • Fixes the opposing AI to not being able to pick the correct governor policy, not anymore. Prepare for a more stronger late game AI competing power!
  • AI can now enact Centralize, Decentralize and Social Mobility policies with efficiency. As per governor they will mainly focus on developing the capital in the early stages of newly conquered territories.

So goodbye to the PI’s wasted and micro managing policies manually every 4 years and welcome much smarter AI.

Note: Only the factors that the AI makes are changed, none of effects have been touched.

Compatibility
  • Invictus compatible.
  • Save game compatible.
  • Not achievement compatible.
  • Marius (Patch 2.0.3) compatible.
  • Compatible with all DLC and contents.
  • Mainly made for vanilla Imperator: Rome.
  • Compatible with other mods that does not use the same file for Governor Policies.
  • The mod only edits one (1) file so it will unlikely cause crash or be the cause of incompatibility with the game. If the mod does not work, place it at the top of the mod order. (Ideally number one)

    Centralize & Decentralize Pops

    • AI will now be able to use this policies.
    • Will Centralize if:
      • Capital has city
      • Capital has less than 36 pops
      • Nation is Regional Power and above
      • Province loyalty above or equal to 60
      • All territories have dominant integrated culture.
    • Will Decentralize if:
      • Capital has city
      • Capital is overpopulated
      • Nation is Regional Power and above
      • Province loyalty above or equal to 60

    Social Mobility

    • AI will now be able to use this policy.
    • Will Mobilize if:
      • Capital has city
      • More slaves than Citizen
      • Has more or equal to 36 pops
      • Province loyalty above or equal to 60

Patch Fix (Feb 25, 2024):
Fixed Centralization and Decentralization. Now only nations of ranking Regional Powers and above will enact this. (Having smaller nations enacting this seems useless since they are small and inefficient for their resource allocation.)
