Submods always load on top!

This DeI submod removes client states and satrapies as an option. It replaces them with a modified form of satrapies for all factions (called puppet states). Thus, every faction can create more manageable vassal states. Thanks to Augustusng for his help with critical parts of this submod.

It also gives all factions the ability to confederate.
