This is the Leithanien civilization led by Eyjafjalla, who is an amine character in Arknights.
The skill design is the result of my mind to restore 3 skills, 2 basic skills, and 2 talents of Eyjafjalla

Here’s a description of the leader:

The volcanologist:
She tend to be born near volcanoes. Cities with natural wonders Eyjafjallajokull +35% in productivity and technology
Scourge Messenger:
Volcanic eruption no longer deals damage to units. Chance that Eyjafjallajokull eruption will result in tech output for cell +45%

Infection rates:
Volcanic soils or geothermal fissures within the territory provide +2 food, +2 culture, and +1 technology
Disorderly fire:
Units randomly gain more power immediately after deployment

If you want Eyjafjalla to always be born next to Eyjafjallajokull volcano, this patch will help.
