Victoria 3 has great immersion. But one thing that I find missing from that is the lack of lower education. Schools were a big thing in the Victorian era and not having them seems kind of weird. I know that there are laws for it and institution but that isn’t actual schools. So I have made this mod to fix one of many things that Victoria 3 is lacking.
