All IGs, by default, now prefer joining a party if it is at all possible. IGs will only remain independent if they somehow dislike every option available

Observations on balance:
Because the "government of size" factor treats each party as a single unit, and the penalty goes -0/-20/-60, it’s very easy to max out or nearly max out your legitimacy as a democracy with this tweak enabled,
however, if you do include everyone, a few laws you’d like to pass would probably have a higher stall rate, as those that are in your government can stall any laws they don’t like. Might be worth it still to include everyone for the enactment rate, but you can play it safe too by picking less parties.
