This mod used to fix the issue of "pops in unincorporated states receiving welfare payments", Paradox has since moved away from this design decision. So the current form of the mod, updated for 1.5.8, merely makes it so poor laws pays out half the amount of welfare when compared to proper social securty laws. The immediate impact this will make is that the finances of two big countries (Britain, and France) that starts on poor laws will be improved, but conversely their poorer pops will be slightly more prone to radicalism.
