State modifiers，Every state needs to build.

基础生产方式，每级增加或减少州出生率1%
Basic:Increase or decrease the state birth rate by 1%/building.
进阶生产方式，每级增加或减少州出生率2%
Advanced：Increase or decrease the state birth rate by 2%/building.

AI不会建。
AI disabled.

游戏算法不是用的减法，需要30个建筑才能把生育率压到0。
The game algorithm is not a subtraction. It requires 30 buildings to reduce the fertility to zero.
