Merrick’s Joan (Flanders)
Joan of Constantinople was Countess of Flanders. She ruled alone from the age of 14, until her death 40 years later. During her life she granted charters to cities, granting them greater freedoms and growing their economy, and selectively exempted settlers from property taxes to help promote an influx of workers.
She was also a known supporter of various religious orders, founding many monasteries and hospice communities. She played a role in improving a woman’s position in religion.

- Tiles and Buildings cost 20% more Gold to purchase.
- Can construct the Hospice Comtesse improvement after Civil Service.
Hospice Comtesse
- 1 Per City. +15% Growth in this City.
- +1 Faith, +1 Housing, and +1 Amenity.
- +2 Science and +1 additional Housing after Sanitation.
- Built on any terrain, removes features.
Foundress
- Focuses on building up Faith and Districts, and likes those who do the same. Dislikes leaders that neglect faith and district construction.
