Simpler Infanstructure

I will be back updating all my mods around 10th. Thanks for your patience and sorry for the long "non-update" time. I was kindda busying with my uni-work this year. So, I decided to drop updating for a while.

This mod simply add a building called "Road Network" into the base game. It produces transportation and some services whilst adding infrastructure level like railway. But you get this building earlier than railway and it costs only tools and wood (to make carts and maintenance).
Currently fully localized in English, Japanese and Simp Chinese.
