Game version 1.13

Adjusts all decrees and adds several new ones. These are more powerful and useful, designed to incentivise authoritarian playstyles and compete with company charters over authority.

Filled in the gap of ‘encourage’ decrees giving throughput bonuses and removes the mutual exclusivity between different ‘encourage’ decrees within the same state. The authority of most decrees is reduced to 75, while a few others are more expensive or cheaper for flavour and balance.
