All projects 100% chance of unlock

Im not a fan of the new unlock chances. There are certain drives which i really like so the idea of sinking hours into a playthrough for them not to unlock is not something which i really fancy.
This mod changes the faction unlock chance to 100%, but does not affect the max chance at a time (so some projects may still take a while to unlock.
