Lord of the Rings: Realms in Exile – Special Buildings always active

Removes the cultural/religion requirements for all special buildings on the map to be active. Building/upgrading them still has the cultural/religious restrictions.

I was frustrated: I’ve got a large port somewhere on an island and my people are seemingly being too dumb to use the already existing structure; with this mod they are now bright enough to use existing infrastructure/fortifications/…
Load this after Realms in Exile, otherwise the overrides won’t get used!

Disclaimer: The document this mod uses was not created by me but rather the team members of the LotR: Realms in Exile mod. I do not intend to claim any work on this whatsoever, all I did was to remove some lines here and there.
