Adds 1 more wildcard slot to all Governments up to Modern Age.

Modern Age – Fascism and Communism lose 1 Military slot but gain 2 Wildcards, while Democracy gets 1 Wildcard

Information Age isn’t changed. they already have 5 wildcards.
