Tome of Blight
Description
Adds the Tome of Blight to the game, a level II nature/shadow tome that specializes in blight damage and exploiting the Diseased status effect.
Feedback is welcome, let me know if you think any of these abilities are overtuned or undertuned.

Compatibility
Should be no changes to any part of the base game, only new content. (Assuming I have done everything correctly)
