AI no artillery and anti-tank

Reduces AI prioritization of using artillery and anti tank from conquest to 0.
The AI can still get some halftracks and tanks with artillery but I think they are a bit easier to counter than those fixed emplacements
If you want to change the values of any of the units that they AI spawn:
Copy my mod to your local gates of hell/mods directory.
Navigate to each factions file under the following directory: resourcescriptmultiplayerunits and edit the ratios that look like 0.0 / 1.0 / 1.5 etc
0.0 prevents the unit from spawning while a higher value like 2.0 makes the unit a priority for the AI to call in (if researched)
