Outpost NPC Fix
Changes the Health modifier for all npcs in the outpost to 1 or lower so they are no longer superhuman bullet sponges. Also makes outposts rewireable too, because it was funny.
Don’t worry about the second picture, that’s Ragthurang and he’s here to stay.
