Goose’s Railway Fix
Effekt:
Railways now give their full infrastructure based on building level and no longer scaled by workforce.
Originaly made to fix problems around Autonomous Investment stacking empty railroads without full employment.
Immersion:
Infrastructure is supposed to represent the potential for transportation. This mod handles infrastructure as "rails", build by initally spending buildpoints. Railways still can get downsized in private ownership/company ownership if not profitable, representing disrepair and abandonement by investors.

Removed Ai strategies, only pm change now and updated for new patches.
Added for 1.7:
-Changed PMs are reworked (old Mod)
-New Powerblock PMs are reworked.
-Always subsidized AI Railways are toned down to AI giving medium priority to subsidizing Railways and Powerstations, since unprofitable Railways do not tank infra anymore.
As a result of these changes:
Railways are no free Money for Foreign Investment anymore and do not get overbuild to ruin Nations subsidizing them

-Ai strategy might need some time to update on older saves.
