No Culture acceptance for Hybrid culture
I first wrote this mod for myself, but eventually I’ll make it available to everyone.
As the name suggests, now you don’t need culture acceptance to make a hybrid culture.
This is a very small mod, I don’t think it should cause any problems.

If you use the Game Rules don’t block Achievements ( steamcommunity.com/sharedfiles/filedetails/?id=2975442162 ) by The Great Gatsby then the achivements will become available.
