All Govern Reform for Player / 玩家拥有全部政改
Just added the enable trigger and potential condition for all reforms with ai = no (means for player only), so you can choose freely except some built-in settings that mod cannot change, such as the conflict between Mughal Diwan and some reforms which need primary culture. This mod will not affect AI behaviour (maybe, I think so).
只是简单的给所有政改的条件里新加上了ai = no, 即当为玩家时就能使用且可以自由选择, 除了一些游戏内置设置导致的mod也无法修改的冲突, 例如莫卧儿底万和一些要求有主流文化的政改. 这个mod不会影响AI行为(吧大概).
