Construction Sectors Create Infrastructure

Description:

One of the things that has irked me with Victoria 3 is that there are but two sources of Infrastructure in the game; Ports and Railways. For smaller, undeveloped nations or those with large amounts of landlocked territory, this means needing to rush Railways as rapidly as possible while establishing an expensive industry for early game. Paradox meanwhile feels the correct answer is to make construction sectors, an abstraction of all the industries necessary to produce, move and build structures, cost infrastructure. I personally believe it should be the opposite; that construction sectors also represent the basic network of road building and infrastructure needed to move construction goods to their destinations. As such, I have made this mode to cause Construction Sectors to yield a small amount of infrastructure (5/7/10/15 per PM) to help alleviate some of the pressure for low-industrialised states in the early game.

I understand this might be personal preference, but if others have this preference also, I made this mod public.
