development限制
1.总发展度200以下，最多种到20.
2.总发展度500以下，最多种到25
3.总发展度1000以下，最多种到30
4.总发展度1500以下，最多种到35
5.总发展度2000以下，最多种到40
1800年以后，或者人类玩家，不受影响
禁止集中发展度、禁止掠夺帝国首都加发展度、部队迁徙不加发展度。

Human players needn’t to understand Chinese, because the events are hidden.
This mod create some debuff and event to limit AI’s development. For example, a country whose total development < 500, the development of its any city may limit to about 30, due to debuff or events(transfer development to another low development city)
