Prime Ministers and lightly reworked governance laws

Overview

Governance+ (Gov+) is a mod that aims to lightly rework the laws for Governance Principles and Distribution of Power to allow for a little more flexibility in shaping a government, namely, the ability to have a government functioning as a republic whilst nominally working within the framework of a monarchy, as is the case of many constitutional monarchies found in the world.

Gov+ shuffles around the Governance Principles and Distribution of Power laws and moves some into a new category, Voting Franchise, so that players have some extra choices for forming their government. Most notably, Gov+ allows players to have both a Monarchy and a Parliamentary legislature, allowing them to create a constitutional monarchy that has a Prime Minister (with special UI changes to highlight them) and functions largely like a parliamentary republic whilst still keeping the monarch in power as the de jure head of state.

Usage Notes

Please allow for 1-2 days of game time for Prime Ministers to be assigned when starting new games. Due to technical limitations, PMs are assigned with 1 day of delay instead of immediately.

Old saves are NOT compatible. It will not crash your game, but due to how the laws were adjusted, you will find that many countries’ laws will be broken, and almost all will need intervention to get working smoothly. Starting a new game is highly recommended.

Mod Compatibility

For users of Visual Leaders, please use this compatibility patch. Follow the mod ordering instructions on the page for proper use.

Gov+ also comes with built-in compatibility for Universal Names for any UI text it changes that includes character names. No patch mods are required.

The following actions will cause conflicts with Gov+:
• Modifying any IG or character ideology that has an opinion on Governance Principles or Distribution of Power.
• Modifying journal entries and events (e.g., Stamp out Monarchism) that depend on countries being a Presidential or Parliamentary Republic
• Modifying the politics / government screens
• Tweaking or removing vanilla law groups

Any mod that does any of the above may require a compatibility patch for both to function correctly.

As Gov+ creates its own definitions for everything else, all other mods should work.

For JEs, events, and any other content that requires the Presidential or Parliamentary Republic laws: the internal names for these laws have not changed, so there will not be fatal errors related to these, but now that these are Distribution of Power laws instead of Governance Principles ones, you may get unintended behavior. Compatibility patches may be required.

Loading Order

The positioning of Gov+ with respect to other mods should not matter, except in the case of certain compatibility patches.
Follow any instructions provided by compatibility patch mods.

If you are having issues with other, unrelated mods, place Gov+ lower (towards the bottom) in your playset.

DLC Requirements

This mod does not rely on any DLC features, so you should not need any DLCs.
