Guidance

When you are the suzerain of a city-state and the number of envoys dispatched exceeds the threshold, you can annex it into your territory on a panel.
This will directly remove the player of the city-state and will not judge that you occupied its capital.
After the annexation, you will permanently receive all three influence levels city-state bonuses provided by its city-state type, as well as the suzerain bonuses. And this city gains +20 loyalty per turn.

The initial annexation envoys threshold number is 7, increasing by 2 for each city-state you annexed.
You can open Annexation Panel by the button (with a city-state image) on the upper left screen bar.

Update

2024/2/7 :
Utility: Now you can customize the Threshold and Increment values in game option interface.
Balance: Now you need to hold cities you annexed so they can provide bonus. If you lose an annexed city, then you will lose its bonuses.
