Q: Is it compatible with CE?
A: I don’t play with CE so I don’t know.
Anybody can use scrolls, psycaster or not, as they don’t require a psylink. Except for pawns who are incapable of violence, they can’t use any scrolls.
Scrolls are considered as utility apparel the same way psychic lances are.
Scrolls can also be bought from some traders and be obtained as quest rewards.
All relevant research projects require a techprint to be applied.
