Military PM AI Fix [Still needed in 1.8]
Compatible with 1.8.*. Makes it so the AI actually upgrades their military PMs.
Not needed with VTM. (Integrated)
Can be installed mid-game.
Affects everyone, AIs included.
Works for all languages.
