Queer Rights
for Victoria 3 1.13.*

A small content mod that adds a new law category, Queer Rights, with five different laws reflecting a spectrum of legal tolerance for lgbt behavior:

Gender Roles Enforced

Any deviation from expected gender norms is subject to legal punishment. Represents especially draconian measures. Fascists are the only ideology that actively wants this over Sodomy Laws.

Sodomy Laws

Same-sex relations are considered criminal behavior. The default for most centralized nations.

Homosexuality Decriminalized

Same-sex relationships are not a criminal offense, but are otherwise unrecognized by the law. Several nations start with this law, notably France and other nations that inherited the Napoleonic law codes.

Same-Sex Marriage

Same-sex marriages and civil unions are given legal status. Largely out of scope for the time period, but I made sexual reformers support it. Requires Psychoanalysis.

Queer Rights

Protections for sexual orientation and gender expression are enshrined in law. The high aspiration of the sexual reformers and the modern rights movement. Requires Psychoanalysis and some level of women’s rights.

The laws have a small effect on Birth Rate and Devout power, and passing higher tiers will net a small boost of loyalists across the population. Pop support and ideological stances on the issue are limited. Patriarchal and religious ideologies support sodomy laws. Moderate reformers and nihilists support decriminalization as part of broader rationalization of law codes. Anarchists support the higher tiers of the law. Fascists support Gender Roles Enforced.

Along with the new law category are two historical Agitators that can appear later in the game: Karl Heinrich Ulrichs and Magnus Hirschfeld. These two come with a special Sexual Reformer ideology that fully supports both women’s suffrage and queer rights. Magnus Hirschfeld can also trigger a special event to found the Institute of Sex Research.

The 1836 setup of Queer Rights laws is a work in progress, if you spot a country that should have a different setting than it currently does, please point it out (with a source)

Fully compatible with other mods via the new mod-compatibility syntax added in 1.12.
