HRE Imperial Authority Overhaul 1212
Some of my more reasonable overhauls have been made to the HRE decree mechanism to make it more interesting.
Only applicable to MK1212
- Accelerated the growth rate of the Imperial Authority
- Enhanced decrees, made them more useful, and adjusted their Imperial Authority cost accordingly.
- Reform will become more interesting, now you need to consider whether to reform according to the reality of the situation, rather than blindly through the reform plan, generally speaking, level 7 reform is the highest normal bonus, level 8 reform will make your country into a disaster, if you survive, then congratulations, level 9 reform will have a huge gain
- Patronize Universities
- Effects for the emperor:

- Agent recruit experience: +3
- Tax rate: -10%

Creates the Imperial Chamber Court to hear cases and apply imperial law.
