A improved version of the NPC Health Bar v1.13 addon.

New CVARS
sv_showhealthbar_visible – Show the bar as long as the target is visible to the player
sv_showhealthbar_hurt – If a player is hurt, show the attacker’s health bar
sv_showhealthbar_time – Time until bar is hidden

If anyone who owns parts of the code wants me to piss off, I will gladly do so.
