Unlocked by looting Tribal Villages. Water tiles gain +1 production (+2 if has feature), Specialized districts gain +1 amenities if adjacent to water tiles. Allows you to Embark any unit. - Bathyal
Unlocked in Medieval Era. Allows the construction of fishing boats on any water tile. Coastal cities cannot be put under siege. Your Trader units are immune to being plundered on water tiles. Units gain the ability to enter Ocean tiles. - Abyssal
Unlocked in Industrial Era. Allows you to construct the Shrines to the Sea, a powerfull replacement to Flood Barrier that unlocks early. Embarked units can attack in water, naval units can heal on neutral territory. - Hadal
Unlocked in Atomic Era. Water improvements gain +1 Science and +1 Faith. Unlock the Requiem of the Deep project.
