Adds an interaction to grant country rulership to an IG leader
Requirements:
- Must be some form of republic
- Must have Autocracy, Oligarchy, Technocracy or Anarchy
- Character’s IG must be in government
- Character’s IG must have more clout than the incumbent ruler’s IG
