More party loyalty for DEI
This mod puts the loyalty value for each type of government at 10, thus making it a bit easier to manage politics while still having the possibility of a party seceding.
Exact value might be changed based on feedback.
Mod has to be in load order before DEI.
Savegame compatible but you might need to finish a turn for it to work.
