this decision will give you a trait, which allows you raid as your will
of course you can discard the permit at any time

and also a new type of men-at-arms – ‘viking raiders’
you can sell your vassal a plunder permit by interaction, which will lower your legitimacy but gain gold
if you sell too many permits, you will lay bare that you are the producer of permit and get serious debuff
