Update: This mod was originally created to deal with tbe bugged migration of 1.6.0, with the 1.6.2 patch, Paradox has fixed the issue of "lanfang stopping internal migration of qing".
However, this mod will stay up for those who believe that closed border policies that literally stops all migration within your country is ahistorical back in this time period.
Update 2: Closed Borders and Migration Control both gets a debuff to migration to compensate.
