[GS] Government Intolerance Fix
With Gathering Storm, the diplomatic modifiers for same and different governments were broken again : non-existant for T1 and T2 governments, and completely crazy for T3 and T4 !
This mod fixes all of that with values similar to R&F. I set the same intolerance for all governments of the same tier. That means, for example, that the AI will not hate you more if you are Communist than if you are Fascist.
In order to represent the ideological war of the modern era, T3 gov are more frowned upon than T4 ones.
