You can play Tales of Heresy without any dependencies other than CBA; however, you will get much more out of the experience by adding the following recommended mods to your preset:
Ace 3
An obvious choice for anyone playing arma 3. You can play with ace medical or without it.
Adding ace to your preset alongside ToH will get you portable version of ace tactial ladder;

Grimdark Armory
There really is no need to introduce the greatest WH 40k mods for Arma 3. By adding those to your server alongside ToH you will get some new retextures, vehicles and bots.
Webknight’s contemptor dreadnought mod included in AoD will allow you to play with ToH’s Kastellan robot (it’s phosphor blaster also requires TIOW to function).
Forges of the Imperial Guard is especially recommended, as much of ToH’s weaponry uses the outstanding sounds, effects, and animations that Webknight masterfully crafted for FIG.
IMS: Warhammer
Basically the best there is to offer in terms of melee combat, nuff said.
Oh, you will also have some nice daemons (bloodletters and demonettes) avilable to you if you use this one!
Treaty of Olympus
A great mod for anyone playing with Adeptus Mechanicus. ToH will give you complete bots sets for both mechanicus and dark mechanicum factions if you’re using this one.

This mod set is the best if you want to play with or against Tau faction. ToH alongside TIOW will add more bots vatiants armed with SoD’s weapons incluiding stealthed tau battlesuits with active cloacking from equipment plus mod.
Kurt’s Survival System (KSS)
KSS is a fantastic and immersive mod for RP. ToH adds a variety of WH40k inspired food, drinks and alcoholic beverages that will only be available with KSS.
