In victoria 3, If government dividend efficiency is low, money evaporates. Max efficiency is limited at 65%, This is a very unreasonable experience.

In this mod, each economic law increases Government Dividends Reinvestment(monet to investment pool) to adjust the balance, preventing excessive budgets from government dividends.

As a result, 100% efficiency of government dividends can be achieved if bureaucracy is sufficient in all economic laws except traditionalism (50%).
