Romanized Ostrogoths (light version)

Starting form the mod from Rancerd, here my version: basically most of the top tier units have been removed, as long as sanitation building (tier 1 still avaible) and military upgrades buildings (in my opinion they are not of much use to barabarians anyway).
Fixed a missing direct upgrade from palatina to armigeri defensores (that could be needed depending on your progression in mil tech).
