If it wasn’t obvious, this is a modified and reskinned version of Resident Evil 3’s Nemesis.
This was an experimental add-on that was released due to popular demand. An enhanced version was supposed to come out, but given the TF2 community’s obsessive and toxic nature, it’s been canceled. I don’t want to be part of the problem anymore.
