HISTORIC CAPITALS
This situational mod moves capitals of tags to their former locations if the current capital is lost and administered by another tag.
Example – Poland looses Warsaw -> moves capital to Kraków -> POL looses Kraków -> Poznań becomes capital -> POL looses Poznań -> Gniezno becomes capital
